PROGRAM ROOM - TEAM LOAD CALCULATION - Need Clearer Explanations in team load Pop-Ups

Issue Summary

The pop-up provided for team velocity calculations in the Program Room are confusing when velocity overrides are used.

It would be great if override velocity values are loaded for one or more sprints to show each sprint with its velocity and OR or AV for override or average.

Steps to Reproduce

Navigate to the Program Room
Look for the Team load section in the room
Hover over a team load to get information on how the number was calculated.

Expected Results

The explanation should be clearer,

"All sprints are loaded with planned velocities and the total Program Increment velocity is 89 points. No Average Velocities were used."
