Issue Summary

Portfolio team members are not selectable as Epic Owners.

Steps to Reproduce

1. Select a portfolio and make sure to add team members.
2. Create an Epic and assign it to a program linked to the portfolio in step 1.
3. Observe the drop down list for Epic Owner.

Expected Results

Program and Portfolio team members should be listed as options for Epic Owner.

Actual Results

Only the epics Program team members and agile/kanban team members linked to the epics parent program are listed as potential epic owners.
