Issue Summary

The users for Agile/Kanban teams assigned to an Epics parent program can be selected as Epic Owners.

Steps to Reproduce

1. Create an Agile/Kanban Team, assign it to a Program and add several team members.
2. Create an Epic, and assign it to a Program team that are linked to the created Agile/Kanban team.
3. Observer the list of names on the Epic Owner drop down list.

Expected Results

Only Portfolio and Program team members should show on the Epic Owner drop down list.

Actual Results

Agile/Kanban Team members are also listed on the Epic Owner drop down list.
