Portfolio: Members associated to a portfolio don't appear in the Epic Owner drop down

    Description

      Issue Summary

      Currently, users are not able to assign Portfolio members to program features. Users need to be added to every single program under that Portfolio in order for them to be assigned. Since Portfolio is higher level than program, they need to inherit program permissions.

      Steps to Reproduce

      1. Step 1 - Assign a user to a portfolio (make sure they aren't on any programs)
      2. Step 2 - Create a feature or epic
      3. Step 3 - Try and assign the user that you recently added to the portfolio to the work item

      Expected Results

      In epic owner dropdown, show both portfolio team members and program team members associated to teh program and portfolio tied to the epic.  (Epics, Features, Releases, Objectives, or any other program/portfolio level work item that would pull from a program association)

      Actual Results

      Users aren't showing up under the team dropdown

      The below exception is thrown in the xxxxxxx.log file:

      Users have to be added to each program individually
