Issue Summary
When attempting to invite a user to a site, there are several circumstances in which the invite will fail and the inviter-admin will be shown the following error message:
Unable to invite deactivated accounts
Remove or reactivate any deactivated accounts and try again.
OR
Unable to invite accounts that are deactivated
It is not clear what next steps should be taken and the error message continues to generate a large number of community posts and Support tickets seeking clarification.
Expected Results
A clear explanation of why the user cannot be invited, and guidance on what to do next. Note we provide steps on how to address this error, here: Troubleshoot invite error messages for deactivated / suspended invitees

Invite errors that are tracked elsewhere:
- ID-8215 – The UI message "This account is deactivated <name> no longer has access to Atlassian account services. Their account was deactivated by Atlassian" is sometimes shown incorrectly
