Description

Org admins may need to occasionally invite users who are verified in other Organizations. However these users may be deactivated in the respective Organization. So they need to contact Atlassian Support to assist them further. This can cause a delay in the process.

Suggested Resolution

Provide option to create create Trust between independent Organizations. Such Organizations should be able to 

1) View Org admins of other Organizations.
2) Request them to activate users or activate them directly.
3) Any other agreed functions.
