Page restriction is showing system admin page have the view and edit permission but there is not edit button

      Description

      When user A created a page that only restricted to user A, user B as a confluence admin are able to view the page but the edit button is not appearing. If the user B click the page restriction, it shows that user B have view and edit permission.

      Steps to reproduce

      1. Login as userA(normal user) and create a confluence page in a public space.
      2. Restrict the page to userA only
      3. Logout as user A and login as the system admin of confluence (UserB)
      4. Access the space and view the page created by userA
      5. You will notice you are able to view the page but not able to edit the page.
      6. Click the lock pad icon
      7. It will show that userB have the view and edit permission.

      Expected result
      UserB is not listed in the page restriction or UserB can view and seeing the edit button as system admin have the control to view and edit restricted pages

      Actual result
      UserB is able to view the page but the edit button is not there. This will confuse the user.

            So why not change the behaviour of the page restrictions dialog to show only View permission in this case? Then this will not be puzzling to administrators.

            The admin does not in fact have edit permission, however they are allowed to add themselves to the page to have edit permission, hence why they do not see the edit button.

            In step 7, whilst the admin is shown to have Edit/View permission, that is not the current state. They have been automatically added to the list of users, so that they can give themselves permission to edit the page.. They will have to press apply to enforce that.

            Once they press apply they will have Edit permission. If you enter the restrictions dialog a 2nd time you will see the Apply button is disabled as there are no changes to apply.

            It is acknowledged that this is confusing to admins/users.
