Description
When user A created a page that only restricted to user A, user B as a confluence admin are able to view the page but the edit button is not appearing. If the user B click the page restriction, it shows that user B have view and edit permission.
Steps to reproduce
- Login as userA(normal user) and create a confluence page in a public space.
- Restrict the page to userA only
- Logout as user A and login as the system admin of confluence (UserB)
- Access the space and view the page created by userA
- You will notice you are able to view the page but not able to edit the page.
- Click the lock pad icon
- It will show that userB have the view and edit permission.

Expected result
UserB is not listed in the page restriction or UserB can view and seeing the edit button as system admin have the control to view and edit restricted pages
Actual result
UserB is able to view the page but the edit button is not there. This will confuse the user.
