Provide the ability to add pages without also granting restrict own page permissions

      As stated here, if the Add permission under Pages is granted, then users can still edit the restrictions on any page they themselves created even if the Add/Delete Restrictions permission isn't granted to them.

      There are cases where users should be able to add pages, but not have the ability to restrict any pages in a space. 

      It would be nice to provide a way for users to add pages without being able to apply restrictions to their own content.
