Summary:

Currently, Even if the page creator is not given Edit access to the page through the page restrictions, the creator can edit and change the page restrictions with just the View permission(On page restrictions) and Add permission under Pages (On space permission)

Suggestion:

Our suggestion is to add the functionality to either provide an option to change the Creator or to control the restriction permission through the Space permissions.
