This issue has been created due to the rolling back of the fix made in CONF-7771 so we have a place to track the demand for this particular story/use case.
Disabled users In JIRA/LDAP still appear in Confluence in the People directory and can still be mentioned in pages
Searching for partial user name finds results but does not show them in the result set
