A user can be disabled for a couple of reasons:

1. He's not part of the company anymore
2. He doesn't need to access Confluence anymore

In both cases, there's no need to display a disabled user in the people search field when setting restrictions for example, it can confuse other users as the disabled user shouldn't be there anymore.
