Move ability to enable and disable jobs from "Build" level permission tier

      Problem Definition

      Granting a user "Build" level Build plan permissions allows the disabling of jobs within a plan.

      Suggested Solution

      Remove ability to disable jobs from "Build" level permission tier and move capability to another tier. Perhaps the Edit permission is more suitable.

      Why this is important

      The ability to alter the build should be restricted to administrators. Disabling jobs is a difficult-to-detect change to the build and many non-admins have this level of permission.

      Workaround

      A manual verification of the build configuration before running the build.
