Problem Definition

At a plan level the 'Admin' permission is required for managing branch settings, permissions, creating stages and jobs.

As a Bamboo Administrator I would like to restrict the ability for a group of people to build the plan, as well as change notifications while still having the ability to add jobs, stages and manage branches.

Currently if I revoke build permission, the group still needs Admin to Add jobs and can hence re-grant build permissions at will to themselves. They can also at will change Notifications with Edit which I cannot control.

The Build permission also allows users to both stop and start a plan, however for some users it'd be ideal to separate this into both start and stop permissions to prevent some users from stopping builds.

Suggested Solution

Introduce new permissions that:

• Control access to the Notifications tab, full modification of the plan (including jobs and stages) and keep Admin to permissions (a.k.a full access to everything).
• Allow more granular permission control over both starting and stopping a plan (separate the permission)
