      Problem Definition

      Granting a user "Build"+"View" level Build plan permissions allows the disabling of plans.

      Suggested Solution

      Remove ability to disable plans from "Build"+"View" level permission tier and move capability to another tier. Perhaps the Edit permission is more suitable.

      Why this is important

      Because the ability to alter the plans should be restricted to administrators.

      Workaround

      A manual verification of the configuration.
