[ACCESS-1099] Unable to search for managed account with multibyte characters

Unable to search for managed account with multibyte characters like "田中太郎"

Create a managed user with the name "田中太郎".
Search for the user with "田中太郎" in the Managed account section.
- https://admin.atlassian.com/o/<organization ID>/members?filter=%E7%94%B0%E4%B8%AD%E5%A4%AA%E9%83%8E

The search will display the user "田中太郎".

No result was displayed

Currently there is no known workaround for this behavior. A workaround will be added here when available
