Issue Summary
JIRA search does not ignore the accents of words. Thus, it is difficult to find users / issues / projects that have accents in their names.
Steps to Reproduce
- Create an issue that has an accent in its name
- Go to basic search
- Try to find it without writing the accents (e.g. notificação > notificacao)
You can reproduce it either with projects or users.
Expected Results
Being able to search for accented words without having to actually write with accents. JIRA should be sensitive to accents:

Actual Results
JIRA can't find words with accents if you don't write them.
Workaround
Users need to write the accents of these words in order to find them
