Jira 3.2.3 on Tomcat 5.0, MSSQL, Jdk 1.4.2
Description
When selecting the Assignee of an Issue, Jira displays a list of all Jira users, which can be cumbersome to use, especially if the list of users is longer than 100 names. In addition, the top section of the dropdown list shows the reporter:

(rest of the names)
but the "active" selection is on the current assignee, which may be way down the list, so the top portion is off the screen. As a result, the reporter's name (Andy Reporter) is not in the main body of the list where expected, and this can be confusing when the Reporter is the person to be assigned the issue..
The current proposal is to place a "hot" list consisting of the reporter, together with all users that have been assigned an issue in the current project at the top of the list:

This listing would have a good probability of listing the name of the intended assignee at the top of the list, and thus be more efficient to use. In addition, the cursor would be in the "hot" list (because the current assignee would be in the top section), so it would be natural to check the hot list first, and then check the larger list below, if necessary.
