Reporter doesn't show in Assignable users

When assigning an issue to another user, a poplist is available with assignable users.

Apparantly the reporter is listed at the top of this list for convenience. Unfortunately the reporter is not shown in the alphabetical list of all users.

Would it be possible to show the reporter both at the top of the list and at its apropriate alphabetical position in the list.

It's not always clear to users who the reporter is and why that one user is "missing" from the list.
