Reporter should appear in Assignees list alphabetically

When I need to reassign an issue from myself (or someone else) to the person who originally reported the bug, I need to scroll up to the beginning of the list. It is confusing because person's position in the list depends on something which is not directly connected to assigning him an issue.

What if such re-positioning of the assignee become optional, system-level or personal preference of issue editor?
