Issue Summary

When prompting Rovo agents with something like "...and then provide a downloadable file", they will present responses like "Download the CSV file: Download users_example.csv" that is just text. No file is created or downloadable.

Note that Rovo Agents cannot yet create files and make them available for download (ROVO-160), so these responses are hallucinations.

Steps to Reproduce

1. In Rovo Chat (any agent/no particular agent), ask "Provide a CSV file with 10 example user’s data and then provide a downloadable file"

Expected Results

The Rovo Agent indicates that they cannot create files or provide them for download

Actual Results

The Rovo Agent will indicate that it created a file and provided it for download, e.g. "Download the CSV file: Download users_example.csv"

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
