Issue Summary

SMS notification sent to China are failing intermittently which is due to new regulatory requirements in China. The content of the message must be registered or have signature included in the message. 

Steps to Reproduce

Users with Chinese phone numbers are not receiving SMS notifications.

Expected Results

SMS notifications to China should be delivered.

Actual Results

SMS notifications from Opsgenie are not being delivered.

Workaround

Enable other notification methods such a email, voice.
