Issue:
Some team members may want notifications only when they are on-call and some managers want calls only when they are NOT on-call, so that they receive escalations. However, currently, there is no option to have Notification Rules restricted to On-Call Schedules.
Suggested solution:
Add a Notification Rule option that allows the user to "Restrict to on-call intervals" and one that "Restricts to outside on-call intervals"
