Incident rule not triggered when notification policy is applied

      Issue Summary

      When an alert is created for a Team and the Suppress notification policy is applied on it, it does not trigger the Incident rules it matches the filters for.

      Steps to Reproduce

      1. Create a notification policy for a team that matches all alerts.
      2. Set that notification policy to suppress the alerts permanently.
      3. Create an incident rule for the same team to match all alerts.
      4. Create an alert for that team.

      Expected Results

      An incident should be triggered via the incident rule and that alert should become associated to that incident.

      Actual Results

      No incident is created.

      Workaround

      Currently there is no known workaround for this behaviour. A workaround will be added here when available
