Cannot install add-on in sandbox if it was using an app code in the main instance and data was cloned to the sandbox

      Issue Summary

      When you have an add-on installed in the main instance with an app code for activation, and the data is cloned into the sandbox, it's not possible to install the add-on in the sandbox and you can only "request it" but can be installed even by site admins.

      Steps to Reproduce

      1. Install and add-on in your main instance with an activation code
      2. Clone that to your sandbox
      3. Try to install the same add-on in the sandbox

      Expected Results

      The add-on should be installed

      Actual Results

      Add-on can only be requested

      Workaround
