Restoring backup from a site having apps with a token results in failure to install the app on target site.

      Issue Summary

      When you have an add-on installed in the main instance with an app code for activation, and the data is copied to another site, it's not possible to install the respective add-on in the target site and you can only "request it" but can't be installed even by site admins.

      This is also seen in when the data is cloned in sandboxs.

      Steps to Reproduce

      1. Install and add-on in your main instance with an activation code.
      2. Take a backup and restore it to another site.
      3. Try to install the same add-on in this site, it will not workout.

      Expected Results

      The add-on should be installed

      Actual Results

      Add-on can only be requested

      Workaround

      1.  Reinstall the App using the descriptor.
      2. After which the access token needs to be deleted. 
      3. Unsubscribe the APP
      4. Re-install the APP.
