Issue Summary

Users with Administration access are not able to install the add-ons.

They instead see "Request App" option. In some cases, they see "Try it free", but when they click on it, the "Request to install" dialog pops up.

Steps to Reproduce

On a Jira cloud site, click on Find new apps, Select any app. 

Expected Results

Administrators should see the option "Try it free" and clicking on it should proceed to install the add-on

Actual Results

Instead of "Try it free", administrators see "Request App" option. Or in the instances where they see "Try it free", clicking on it will open the "Request to install" dialog. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
