Can't re-install apps on Sandbox if the site was suspended

      Issue Summary

      If your Sandbox site has been suspended and then reactivated, not only are all previously installed apps are uninstalled (CLOUD-11596), but they also remain suspended and users will no longer able to reinstall them.

      Steps to Reproduce

      Only applicable after reactivating a suspended site (CLOUD-11879)

      1. On the Sandbox site, head to Apps → Explore more apps
      2. Search for an app that was previously installed and have an active paid subscription
      3. Click on the Add to sandbox button at the top right to re-install the app

      Expected Results

      The app should be successfully installed to the Sandbox site

      Actual Results

      The installation fails, with the following error

      Unfortunately, we're unable to process your request. Please retry again in some time.

      Workaround

      No public workaround available at this time. Reach out to Atlassian Support so our team can assist with reactivating the app on the Sandbox site
