De-activating a Jira product premium/standard subscription on the production cloud site results in losing access to the entire Jira sandbox site

      Issue Summary

      When a specific Jira product is unsubscribed on the production site, the corresponding sandbox site for the product is also deleted. However, it is possible that this action might cause the entire Jira sandbox site to be inaccessible.

      Steps to Reproduce

      1. Ensure you have Jira (JSW) and Jira Service Management (JSM) premium subscription on a cloud site
      2. Create JSW and JSM sandbox sites in the Organization
      3. De-activate JSM premium product subscription on the production site

      Expected Results

      Since the JSM product is deactivated, the JSM sandbox site will be deleted. However, the JSW sandbox site should still be active since the JSW product subscription is active.

      Actual Results

      When the JSM product is deactivated, the entire sandbox cloud site (JSW and JSM) are inaccessible. The following message is seen in the UI:

      The Sandbox site has been deleted
