CCMA shouldn't migrate disabled users as enabled

      Users with disabled status in your server site will be migrated as active but without any product access. This means they will not be counted as active Confluence users for billing purposes.


      It seems that this change from disabled -> enabled status is by design but in theory, CCMA shouldn't make any changes to the user record and persist the status that it had in Server to the Cloud. In many cases, the users have been disabled for a reason (like they left the organization) and depending on the product mix in the destination cloud, making this change in disabled -> enabled status could also affect seat count in Atlassian ACCESS for example.
