Problem Definition

When migrating Confluence spaces using Cloud Migration Assitant, if you chose not to migrate with users but only the spaces, the Migration Assistant will create the users who have content in the spaces but will create them as active users.

Although, the users can still be active without consuming license seats.

Suggested Solution

Give the option to migrate the users as active or inactive.
