JCMA should validate JQL filters for validity pre-migration

      Suggestion

      JQL is only validated while it's saved. Due to bugs like JSWSERVER-15353 , the resulting filter can become invalid after, causing JCMA migrations to fail.

      In this particular example, a version was saved in a JQL filter, which later was removed:

      2020-04-30 22:36:07.910 ERROR TEST project-import We couldn't import Board 'TEST BOARD'. Reason: query: The value '2' does not exist for the field 'fixversion'.. This caused XXXX other items to fail.

      We should include filter validation pre-migration and flag these to be corrected pre-migration.
