Issue Summary

When there's an attachment added to a comment, the preview isn't working after migrated to Cloud.

Steps to Reproduce

1. Create a page and add Attachment A on the page
2. Add comments on the page:
   • Comment 1: insert back Attachment A
   • Comment 2: add a new Attachment B to the comment
     
3. Migrate the space to Cloud

Expected Results

Attachment A & Attachment B are working after the migration.

Actual Results

• Attachment A is working on the comment, but Attachment B isn't working on the comment
  
• Validated Attachment B is working when we view it via ... > Attachments > Files

Workaround

The attachment preview is working after viewing it from attachment list.

1. Go to ... > Attachments > Files
2. Click on the problematic attachment to view it
3. Go back to the page and refresh
