'Preview unavailable' for attachments uploaded to comments on Confluence pages migrated from a different site

      Issue Summary

      Comments with attachments on Confluence pages migrated from Server to Cloud aren't being displayed. Instead of it, we can see a 'Preview unavailable' message.

      Notes: This impacts both Cloud-to-Cloud migration & Server-to-Cloud migration

      Steps to Reproduce

      Cloud to Cloud migration:

      1. On the Cloud site, create a space
      2. Under the space, create a page and add Attachment A on the page
      3. Add comments on the page:
        • Comment 1: insert back Attachment A
        • Comment 2: add a new Attachment B to the comment
      4. Export the space with CSV or XML format
      5. Import the space to another Cloud site

      Server to Cloud migration:

      1. On the on-prem site, create a space
      2. Under the space, create a page and add Attachment A on the page
      3. Add comments on the page:
        • Comment 1: insert back Attachment A
        • Comment 2: add a new Attachment B to the comment
      4. Use CCMA to migrate the space to Cloud

      Expected Results

      The attachments on comments should load normally and be displayed.

      Actual Results

      Attachment A is working on the comment, but Attachment B isn't working on the comment

      With additional testing, we can see this impacts all type of attachments.

      • extension tested: .png, .pdf, .csv, .sql, .py

      Workaround

      The attachment preview is working after viewing it from attachment list.

      1. Go to ... > Attachments > Files
      2. Click on the problematic attachment to view it
      3. Go back to the page and refresh
