The Pages feature is inaccessible when there is only a Jira Service Management license.

      Issue Summary

      Jira Work Management (JWM) is included in Jira Service Management (JSM). However, when a customer only has a JSM license, they are unable to access the Pages feature. Jira looks for the JWM license and produces an HTTP 403 Status when it cannot find it.

      Steps to Reproduce

      1. Set up an account with only JSM and Confluence
      2. Try to access Pages in a JSM project.

      Pages will work

      Customers can do a Trial of JWM:

      1. Go to admin.atlassian.com
      2. Click the settings (...) for their site (next to the Manage users button)
      3. Select Manage product access
      4. Go to Discover applications
      5. Locate Jira Work Management and click Try it now
