Allow users with only Jira Service Management license to access the "Pages" feature

      When users only have a JSM license, they are unable to access the "Pages" feature due to the error "We can't display project pages right now", and currently, this is expected behavior.
      As Jira Work Management is included in Jira Service Management, these users should be able to access this feature.
