As a (board) administrator I'd like to access the board regardless of the filter shares

      The visibility of Rapid Boards is based on the Shares of a filter. If a JIRA administrator shall do some changes in a Rapid Board configuration, he is only able to do so, if he is somehow included in the Share of the filter.

      This isn't the optimal in all cases.

      • When using cross-project Rapid Boards, with the filter shared with a user group, but with the user group normally not including any JIRA administrators. That means that the Rapid Board is not visible to the JIRA admin and therefore the owner of the Rapid Board is the only one who can do configure the board.
      • When the board owner or one of the admins changes the board filter to a private one, they lock all other admins out of it. Neither JIRA admins nor users that are Board administrators cannot access the board because of the missing filter share.

      That should be changes, so that a JIRA admin can see and configure all Rapid Boards, even if he is not included in the Shares of a filter. Alternatively, the "Board administrator" setting should override the filter share settings.

            Project administrators should also be able to configure boards of their projects.  This would decrease the load on Jira (site) administrators In enterprise environments.

            Starting from Jira 8.11, Jira administrators will be able to open and modify all boards in Jira. It's related to our change in https://jira.atlassian.com/browse/JRASERVER-41269.

            Please note that this is only about the instance administrators, not board administrators.

            System Admins need to be able to see all boards so they can adjust permissions if the board owner leaves the organization.

            I'm in the same situation. Users need help with boards and I cannot even see them to troubleshoot. This is a system bug that should be fix ASAP

            As a Jira admin I need to see which boards exist in my system and who created them when. And I need to be able to admin them. PERIOD.

            All things in the Jira environment should be accessible as a Jira System Administrator including Boards and filters.  Please fix.

            Using the Integrity Checker from Botron, I can identify that there are more than 500 errors due to projects and filters that were removed from the system and the boards are now defunc. As a global administrator I cannot remove the Board from the system. I cannot even get the the Board Configuration. Board administration should follow the same model as JIRA Core Projects. A global administrator might not be able to view the project, but we can at least see the project administrator to fix problems.

            The current situation is crazy.  I don't even know who the board owner is to ask them to share the filter without referring to the database.
