Allow administrators to delete boards with private filters

If an employee creates a private, or limited shared filter and maps it to a Board, administrators cannot see it.

When the employee leaves, we cannot delete that old board, or even know of its existence without poking into the database. We'd have to change the filter owner which is a pain, and then go back and remove the board.
