Description

This used to work as expected, but broke ~1 week ago.
- View the backlog for a board.
- Select an issue in the backlog.
- Create a new issue
Expected behavior:
The new issue appears in the backlog beneath the selected issue.
Actual behavior:
- The new issue does not appear anywhere in the backlog.
- User has to refresh the page for the new issue to appear
- The new issue appears at the bottom of the backlog
Impact:
This is incredibly frustrating when creating issues in a large backlog, because the process of having to click-and-drag the issue to where you want it in the backlog is so awful (see JRA-60337).
