This used to work as expected, but broke ~1 week ago.

1. View the backlog for a board.
2. Select an issue in the backlog.
3. Create a new issue

Expected behavior:
The new issue appears in the backlog beneath the selected issue.

Actual behavior:

1. The new issue does not appear anywhere in the backlog.
2. User has to refresh the page for the new issue to appear
3. The new issue appears at the bottom of the backlog

Impact:
This is incredibly frustrating when creating issues in a large backlog, because the process of having to click-and-drag the issue to where you want it in the backlog is so awful (see JRA-60337).
