Sort Issue Navigator results by relevance

Apply JRASERVER-5151 to JSWCLOUD -> Search results displayed in Issue Navigator should be sorted relevance unless another sort method is chosen by the user - e.g. documents that contain the search phrase are weighted more than documents containing only parts of the search phrase.
