Sort Issue Navigator results by relevance.

      Sort results displayed in Issue Navigator by relevance - e.g. documents that contain the search phrase are weighted more than documents containing only parts of the search phrase.

            This problem seems to have resurfaced after the search speedups in 3.2-beta.

            Fixed - we now preserve the Lucene precedence order, with text in the summary taking precedence over text in the body. See screenshots
