Create Issue on Agile Board (Active sprints/Kanban board) should default to same project as board

    Description

      As with GHS-10746, it is irritating that while:

      • Viewing a project's Work board
        when I:
      • Press Create Issue
        then:
      • The "Create Issue" dialogue box defaults to the last project I created an issue in.

      In preference, the consequence should be that:

      • The "Create Issue" dialogue box defaults to the project I am viewing.

      Similarly for Plan and Review views.
