Notification to customer when "My Changes" is set to "Do not notify me"

      Steps to reproduce :

      1. Create case in service desk portal -> email to reporter (customer) (OK)
      2. Agent in service desk respond to the customer -> email to reporter (customer) (OK)
      3. Customer comments on the case and status changes to "waiting for support" -> email to reporter (customer) (NOT OK)
