"Change Password" link is not hidden when "External User Management" is ON

Steps to Reproduce:

1. Integrate JIRA with Crowd/LDAP
2. Set the Permission to "Read/Write"
3. Move it to the top of the Directory List.
4. Navigate to JIRA Administration > General Configuration > Edit Settings
5. Turn On the "External User Management" option.
6. Navigate to the current User Profile and the "Change Password" link is gone.
7. Access JIRA Service Desk Customer Portal.
8. Access the User Profile.

Expected Result:
The "Change Password" is removed from the profile same as JIRA User Profile as expected from

Actual Result:
The "Change Password" link is still appear and if the Directory permission in Crowd is set to true for "Modify User" the password will be changed.
