      Customers that sign up for free are unable to see the customer portal in their local language because those customers have no way of setting their locale.

      Something will need to be added to the profile page in the customer portal.

            Same here.. global helpdesk requires customer-users to be able to select the locale in the user profile
            & my jira-administrators / servicedesk-agents to manage these settings for the customer-users on the SD settings (tab page 'people')

            @Edward Zhang: Can't it be upgraded as a blocker? It blocks all foreign users from submitting tickets?
