      French translation of customer portal uses incorrect character encoding for admin buttons

      Steps to Reproduce

      1. Set user profile to French
      2. In Service Desk project settings go to Portal Settings -> Announcements, click link for View can change your customer portal announcement (Paramètres du portail -> Voir et modifier votre annonce sur le Portail Client)
      3. Enter some test and save your announcement

      Expected Results

      When you save this change as an admin, there is a button in the top right corner of the page that the admin can see. This should say "Modifier l'annonce"

      Actual Results

      The button says 

      "Modifier l'annonce"

      Notes

      Affects 3.12.2 and 3.13.1, but does not appear to affect 3.14.0
