JSD bundled plugins appear in User Installed Add-Ons

    Description

      Description of Problem:

      Plugins that are bundled with JSD appear as "User-Installed Add-Ons" when looking at the manage add-ons page in JIRA Administration.

      Two that show with 3.4 installed:

      psmq-plugin com.atlassian.psmq 1.0.3
      querydsl-4.0.7-provider-plugin com.atlassian.querydsl.plugins.querydsl-4.0.7-provider-plugin 1.1

      With version 3.12.2:

      JIRA Working Hours Plugin com.atlassian.jira.plugins.workinghours 3.12.2-REL-0009
      psmq-plugin com.atlassian.psmq 1.5.0
      Service Desk Internal Base Plugin com.atlassian.servicedesk.internal-base-plugin 3.12.2-REL-0009

      Note that the querydsl-4.1.4-provider-pluginplugin shows as a "Application Component" in 3.12.2. This is correct.

      Expected Behavior:

      Bundled plugins do not appear as user installed addons.
