Description of Problem:
Plugins that are bundled with JSD appear as "User-Installed Add-Ons" when looking at the manage add-ons page in JIRA Administration.

Note that the querydsl-4.1.4-provider-pluginplugin shows as a "Application Component" in 3.12.2. This is correct.
