Description
Summary
When installing a clean JIRA Software Instance, users see a multitude of plugins under User-installed add-ons. These plugins are system plugins or plugins that are packaged with the application.
Steps to Reproduce
- Install JIRA Software with no data or plugins
- Navigate to Adminsitration > Add-ons > Manage Add-ons
Expected Results
the list of User-installed plugins is empty
Actual Results
The list of User-installed plugins has multiple add-ons
