Summary
There're chances that an SD request is moved to a non-SD project e.g. from SD-1 to NSD-2. In this case, when accessing SD-1 via its Portal URL it says the request has been moved to a project which you have no access. This is because there's no Portal URL for NSD-2 to be redirected to.
Suggestion
Theoretically this is a correct message. However, if NSD is open to Anonymous access, then it would be better if JIRA or SD could detect this and redirect SD-1 to the JIRA URL of NSD-2, which will be accessible by any Anonymous user.

When it comes to Anonymous, this should be tracked closely with JSD-4467.
